FIFA 23 Pre-Season is a FIFA 22 promotion that allows players to earn special rewards that will be granted in the new game. As well, there's a new Pre-Season batch of promotional players available in packs that follows in the footsteps of the FUTTIES 'Best of' batches. Unfortunately, at the time of writing, the full batch remains a mystery since EA Sports' Google Sheet included in the announcement is blank.
